Phuket –
The Central Investigation Bureau (CIB), working with Phuket Marine Police, has arrested operators of a fishing tour boat carrying Chinese tourists after uncovering multiple violations of Thai law, including the use of unauthorized satellite internet equipment and failure to provide a licensed tour guide.
On Monday (June 22nd) authorities received reports of a vessel offering fishing trips to foreign tourists in Phuket waters. At approximately 6:45 p.m., a patrol team intercepted the boat near Dinso Cape in Vichit . On board were two Chinese tourists and the boat’s Thai operator.
During inspection, officers discovered a Starlink satellite internet system installed on the vessel, including signal receivers, power supply units, and routers. The operator admitted the equipment belonged to the company that hired him but failed to produce import or ownership documents. The devices were seized for further investigation.

Police also found irregularities in the boat’s license and crew qualifications, leading to charges under the Navigation in Thai Waters Act. In addition, the tourists were traveling without an accompanying licensed tour guide, a violation of Thailand’s tourism regulations.

Authorities have filed complaints against the tour company and forwarded evidence to the Department of Tourism for further action. Investigators are now expanding their probe into the company’s business structure and sources of investment, amid suspicions of nominee arrangements—where Thai nationals may be holding shares on behalf of foreign investors to circumvent legal restrictions.

Officials stated that the operation is part of a broader crackdown to ensure maritime safety, protect tourists, and enforce compliance among tour operators. The measures are to strengthen confidence in Thailand’s tourism industry and uphold sustainable standards for marine tourism.
