Thailand Rolls Out Stricter Rules for Transparency for Fuel Traders

Thailand’s Department of Energy Business has rolled out stricter transparency rules for fuel traders as the government ramps up oversight of the energy market amid rising global pressures and domestic supply concerns.

Deputy Director-General Wuttithat Tantives explained that the new measures are to improve monitoring of fuel availability, prevent irregularities, and ensure pricing discipline across the supply chain.

Under the directive, licensed Section 7 fuel traders are now required to prominently display current selling prices and daily stock levels at refineries and storage depots. They must also submit daily reports on prices and remaining inventory to the department by 6:00 p.m. Sales prices are not allowed to exceed the reference levels set by the Energy Policy and Planning Office.

Refinery operators will additionally need to provide weekly reports on production costs. The regulations extend to the distribution network, with traders required to submit detailed transport records, including origin, destination, volume, and vehicle registration numbers, which will be shared with relevant enforcement agencies for verification.

Authorities are leveraging digital platforms, such as the Fuel-Now application and the Fuel Distribution Monitoring System, to track movements more effectively and boost overall compliance.

Recent data released for March 2026 shows average daily diesel production at 81.51 million liters, with domestic sales averaging 81.63 million liters and exports at 4.55 million liters. For gasoline, daily production stood at 37.12 million liters, while domestic sales averaged 35.10 million liters, with no exports recorded during the period.

The enhanced reporting and display requirements are part of broader efforts to maintain market stability and public confidence in fuel supply during a time of heightened energy volatility.
