Russian Man Arrested in Phuket for Working Illegally as a Tour Guide

Police have arrested a 33‑year‑old Russian national for illegally working as a tour guide at a pier in Phuket, showing ongoing efforts to protect Thailand’s tourism industry from unauthorized foreign workers.

The Central Investigation Bureau (CIB) told the Phuket Express on Wednesday (January 7th) that the suspect, identified only as Mr. Lapa, was detained by officers from the Central Investigation Bureau (CIB) under the Marine Police Division while preparing to lead a group of tourists on a boat trip to the Andaman Sea. Authorities confirmed that he did not hold a valid work permit and was operating as a guide without authorization.

Tour guiding is a profession reserved exclusively for Thai nationals under local labor laws. Officials stressed that allowing foreigners to work in this capacity undermines both employment opportunities for Thai citizens and the safety standards expected in the tourism sector.

Following the arrest, Mr. Lapa was handed over to Phuket City Police Station for legal proceedings. He faces charges related to working without a permit and violating regulations that restrict certain occupations to Thai workers.

Police said the operation reflects a broader crackdown on “illegal guides” who exploit Thailand’s tourism industry. With Phuket serving as one of the country’s most popular destinations, authorities are stepping up enforcement to ensure visitors receive services from licensed professionals.
