Police Region 8’s Special Operations Division has arrested a 41‑year‑old Russian man in Phuket for possession and alleged sale of prohibited baraku (shisha) products, showing Thailand’s strict enforcement of tobacco and consumer protection laws.
The suspect, identified as Mr. Maksim Shalygin, was detained at a residence in Soi Hua Tiew, Cherng Talay, Thalang District. Officers seized a total of 361 items, including 296 baraku tobacco products and 65 related devices and accessories. The operation was led by Region 8 investigators under the command of Police Major General Lertchai Champathong, with coordination from senior officers and the Phuket investigative unit.
Authorities have pressed three charges against the suspect:
- Possession for sale of unstamped tobacco products in violation of the Tobacco Act (1966).
- Concealment and distribution of prohibited goods under Sections 242 and 246 of the Customs Act (2017), in line with the Ministry of Commerce’s 2014 declaration banning the import of baraku, electronic shisha, and e‑cigarettes.
- Sale of prohibited baraku and e‑cigarette products in violation of Consumer Protection Committee Order No. 24/2024, which bans the production, sale, and provision of such items.
Mr. Shalygin was transferred to Cherng Talay Police Station for further legal proceedings.

Thailand has maintained a nationwide ban on baraku and e‑cigarettes for over a decade, citing health risks and consumer protection concerns. Enforcement has been particularly visible in tourist destinations such as Phuket, where authorities aim to deter the spread of illicit products among visitors and residents.
This arrest highlights the government’s continued vigilance in regulating tobacco alternatives and protecting public health, while also sending a clear message to foreign nationals that violations of import and consumer protection laws will be met with prosecution.
