Phuket Based Russian Man Allegedly Linked to Illegal Vehicle Rental Operation Major Raid on Pha-ngan Island

A joint task force led by the Koh Pha-ngan Police Station’s Special Operations Center has raided a large-scale vehicle rental business allegedly operated illegally by a Russian national. The operation followed complaints from tourists and locals about passport confiscation and unauthorized business practices.

The Tourist Police Bureau told the Phuket Express that the company, located in the Center Point Market area of Ban Thong Sala, Koh Pha-ngan, was found to be offering rental services for over 400 motorcycles and approximately 20 cars. Authorities detained Mr. Valerii Belomitsev, a 39-year-old Russian national who managed customer services, along with five Myanmar nationals employed as service staff. A Thai woman was also present, claiming to be both a shareholder and employee.

The raid was prompted by reports from tourists who alleged that the company withheld their passports and refused to refund rental fees. Locals also raised concerns about foreign nationals operating rental services without proper authorization.

Police Major General Krit Warit, Deputy Commissioner of the Tourist Police Bureau, confirmed that the business was run by a Russian owner based in Phuket. The premises included not only a rental office but also an unlicensed hotel and vehicle repair garage. Initial inspections revealed that the Myanmar workers were employed in roles not aligned with their work permits.

Authorities seized all vehicles on site for further investigation. Some motorcycles showed signs of disassembly, prompting suspicions that they may have been stolen or improperly acquired. Investigators are now working to verify vehicle registration records and trace ownership histories.

Preliminary statements from the business operators claimed the vehicles were obtained through auctions. However, police suspect that some were purchased from tourists or may have been stolen locally and dismantled for parts.

The investigation will determine whether the Thai national involved acted as a nominee for the Russian owner, a practice prohibited under Thai law. Charges are expected to include illegal employment, operating unlicensed hospitality and repair services, and potential violations related to vehicle acquisition and registration.
