Former Israeli Soldier Arrested for Operating Unauthorized Tour Service on Pha Ngan Island

Tourist Police have apprehended an Israeli national, Mr. David, 45, a former special forces soldier from Israel, for allegedly illegally working as a tour guide on Pha Ngan Island.

The Koh Pha Ngan Tourist Police told the Phuket Express that on April 8th, they acted on complaints received via the 1155 Tourist Police hotline, reporting a foreign individual conducting unauthorized tour services. The suspect was spotted leading groups of children to various locations, including Wat Madeua Wan temple.

Police monitored Mr. David’s movements and later intercepted him as he led a group of children on a trip to Wang Sai Waterfall using a rented van. Upon questioning, he admitted to organizing nature trips for Israeli children.

Further investigation into his digital activities revealed a private WhatsApp group titled “Nature Adventures with Uncle,” where parents enrolled their children for guided tours at a fee of 800 THB per day or between 6,000–8,000 THB per week. Destinations included Wat Madeua Wan, Wang Sai Waterfall, Haad Khom Beach, and Zoo Café.

Police charged Mr. David with multiple offenses, including “engaging in tourism-related business without authorization,” “working as an unlicensed tour guide,” and “performing labor outside permitted bounds.” He was transferred to the Koh Phangan Police Station for legal proceedings.

Authorities noted that his activities not only violated labor laws but also unfairly competed with licensed Thai tour operators. Reports indicate he frequently hosted groups of 19 to 30 children on trips, providing meals and refreshments.

During the arrest, Mr. David disclosed his background as a former Israeli special forces soldier, stating his extensive military experience made him a good and safe tour guide in his opinion. However, Thai law strictly prohibits foreigners from operating as tour guides without proper authorization, and work permits are not even available for this job.
