Now for the update:

The Thai Department of Marine and Coastal Resources (DMCR) told the Phuket Express that over the past weekend they placed seagrass blocks in the area where there is some natural seagrass in Rawai.

They are testing to make sure that dugongs have enough food during the time when natural seagrass has decreased. A drone is being used to survey but there were no dugongs found in the area recently. However, it has been reported by locals that one of them was recently spotted near the Rawai Pier.
